It's key to remember that iPads used to run iOS, but now have their own separate operating system, which makes the iOS 13 adoption figures look even more impressive.
What this clearly shows is, if you maintain complete control over the devices being launched, it gets much easier to keep them all up-to-date, which has a positive impact on both the features and security they enjoy. For Android devices, it's not up to Google to roll out updates to all devices, as there's the small matter of the other phone manufacturers acting as a blocker to that. Google can only really control its own Pixel range updates, which ends up being a selling point.
